President’s Business
IC & SC Revenue
The Village is in receipt of $3,241.95 from Illinois Convenience & Safety Corporation as its share of the 15% of the 2006 gross advertising revenues.
Windor Sign
The Village was copied on a letter to Attorney Daniel J. McGrath regarding the project delay.
Resolution
Mayor Thomas J. Murawski read a resolution naming the Chicago Southland Convention & Visitors Bureau the Agency Of Record for the Village of Midlothian.
Mayor Thomas J. Murawski entertained a motion to adopt the resolution as read.
Motion made by Trustee Karen Kreis and seconded by Trustee Terry Stephens.
All ayes. Motion carried.
Teenage Alcohol Abuse
The South Suburban Council on Alcohol and Substance Abuse asked for the Village’s support in their quest to reduce the number of deaths among youths due to underage drinking by targeting advertising for alcopops.
Tax Objections
Village attorney Daniel McGrath recommended the Village settle tax rate objections for 2001 and 2002 filed by James Rooney. The total refund would be $875.00.
Mayor Thomas J. Murawski entertained a motion to concur with the recommendation of the Village Attorney and settle in an amount not to exceed $875.00.

Robinson Engineering Invoice
A request and recommendation of payment of $1,822.09 for final engineering related to the 2006-7 MFT Street Maintenance Program was read.

Girl Scout Proclamation
A proclamation outlining the Girl Scout Cookie Program Time sales dates for cookie order taking of January 14th to February 4th, with customer delivery from March 23rd to March 25th was read.
Mayor Thomas J. Murawski entertained a motion to adopt the resolution as read.
Motion made by Trustee Karen Kreis and seconded by Trustee Frances Verble.
All ayes. Motion carried.
Contribution
CMAP (formerly C.A.T.S. and NIPC) acknowledged receipt of the Village’s $1,975.00 membership contribution.
Traffic Safety Program
Traffipax proposed an agreement with the Village for installation of cameras at major intersections for traffic enforcement such as red light runners and includes billing. All tickets issued would be $100.00 with the Village receiving 70% of the revenue ($70.00) and Traffipax receiving 30% of the revenue ($30.00) per violation.
Mayor Thomas J. Murawski entertained a motion allowing the Village President to enter into an agreement with Traffipax pending review of the agreement by the Village attorney.
Motion made by Trustee Jim “Mo” Potempa and seconded by Trustee Terry Stephens.
All ayes. Motion carried.
Library Resolution
Mayor Thomas J. Murawski prefaced the resolution with the fact that the proposition to increase the library taxing rate failed in the last election by less than 90 votes.
Mayor Thomas J. Murawski read the resolution submitting a proposition to the voters at the consolidated election to be held on April 17, 2007 to increase the limiting rate under the Illinois Property Tax Extension Limitation Law for Library Funds.
Mayor Thomas J. Murawski entertained a motion to adopt the resolution as read.

Department Heads
Police Chief Vincent Schavone reported that Superintendent John Hansen would be able to view the streets from his home if the Village contracts with Traffipax.
Mayor Thomas J. Murawski added that Treasurer Denise Borne is adding a line item from South Suburban Mayors and Managers Association for Opticon repairs
He also added that at the Governor’s Inauguration, State Representative Bob Rita and Illinois State Transportation Secretary, Timothy Martin informed him that the resurfacing of 147th Street from Cleveland in Posen to Kilpatrick will be done sooner than previous expected. The project will go out for bidding some time in March.
State Comptroller Daniel “Dan” Hynes gave his “Time for Action” speech at the Inauguration.
