Here is a picture of the stone holding the plaque dedicating the Dwight D. Eishenhower green ash tree to World War II Veterans.

On this plaque atop this stone encasing resting in front of Midlothian Village Hall, there is the promise that underneath such a strong and imposing barrier lies a collection of items meant to be seen no earlier than the year 2076.
X-ray technology aside, this symbolic burial of mementos comes complete with at least the idea that some sort of celebration will transpire the day such opening occurs, but until then one can only walk by and wonder what possibly could have been dropped into the ground for the future generation to see…

Back To School Campaign
Metra hosted a contest for drawings depicting rail safety. Calendars of the winning entries will be distributed to all communities. One of the winners of the contest is from Midlothian.
Net 8 Update
The Urban Area Technology Committee approved funds for Net 8 communities. A contract for the Net 8 Communication Network will be signed either October lst or November 1st.
IEPA Report
The Village is in receipt of the annual IEPA report of the Village water distribution system. A recommendation of education to the public at a later date was made.
West Nile Virus
Cook County reported a decrease in West Nile Virus flu cases. Twelve cases were reported in the County with one death. President Thomas J. Murawski urged everyone to rid their property of any stagnated water.
Promotions
Radio dispatchers Ryan Gulli and Anthony Tavormina were promoted to part-time police officer status as of September 14th.
Bike Path
A request and recommendation to pay Matthews Paving, Inc. $80,800 for completed work on the Bike Path spur was made.

The work was completed by grants through Senator Emil Jones and State Representative Bob Rita, but to date, no money has been received from the State.
143rd Street Paving
In a letter from Superintendent John Hansen, the Village of Crestwood was notified of their share of the cost of paving 143th Street, Tripp to Keeler. The original estimate was $14,300, but the actual cost was $10,458.75. Superintendent Hansen said payment had already been received.
Mid Oaks Plaza
The Village was updated on the status of the relocation of the Walgreen’s in the Mid-Oak Plaza and the pending demolition permit from the County. The demolition permit is only good for 20 days.
Cable Service
AT & T is filing a formal application through the Illinois Commerce Commission with the State of Illinois for cable service approval. The Village is to grant permits for installation of fiber optics.
Birthday Card
American Business Women’s Association (ABWA) Libra Chapter wished the Village a Happy 8oth Birthday. A parade on Saturday will step off at 10 a.m. for the Scottish Fair. An invitation was extended to all.

Emergency Services and Disaster Agency (ESDA) has received a donation of a lighting unit. The title of the unit was presented to the Village to become part of its equipment.

Fire Chief William “Bill” Sheehy III said that they will have a fire burn cell demonstration at 1 :30 p.m. Fire Prevention Week is October 7 through 13. This year’s theme is “Practice Your Escape Plan”. The Fire Department Pancake Breakfast will be on Sunday, October 14th, 8 a.m. to 1 p.m.

Mayor Thomas J. Murawski read a resolution naming the Chicago Southland Convention & Visitors Bureau the Agency Of Record for the Village of Midlothian.

Teenage Alcohol Abuse
The South Suburban Council on Alcohol and Substance Abuse asked for the Village’s support in their quest to reduce the number of deaths among youths due to underage drinking by targeting advertising for alcopops.
Tax Objections
Village attorney Daniel McGrath recommended the Village settle tax rate objections for 2001 and 2002 filed by James Rooney. The total refund would be $875.00.
Mayor Thomas J. Murawski entertained a motion to concur with the recommendation of the Village Attorney and settle in an amount not to exceed $875.00.

Girl Scout Proclamation
A proclamation outlining the Girl Scout Cookie Program Time sales dates for cookie order taking of January 14th to February 4th, with customer delivery from March 23rd to March 25th was read.

Contribution
CMAP (formerly C.A.T.S. and NIPC) acknowledged receipt of the Village’s $1,975.00 membership contribution.
Traffic Safety Program
Traffipax proposed an agreement with the Village for installation of cameras at major intersections for traffic enforcement such as red light runners and includes billing. All tickets issued would be $100.00 with the Village receiving 70% of the revenue ($70.00) and Traffipax receiving 30% of the revenue ($30.00) per violation.
Mayor Thomas J. Murawski entertained a motion allowing the Village President to enter into an agreement with Traffipax pending review of the agreement by the Village attorney.

Library Resolution
Mayor Thomas J. Murawski prefaced the resolution with the fact that the proposition to increase the library taxing rate failed in the last election by less than 90 votes.
Mayor Thomas J. Murawski read the resolution submitting a proposition to the voters at the consolidated election to be held on April 17, 2007 to increase the limiting rate under the Illinois Property Tax Extension Limitation Law for Library Funds.

Mayor Thomas J. Murawski added that Treasurer Denise Borne is adding a line item from South Suburban Mayors and Managers Association for Opticon repairs
He also added that at the Governor’s Inauguration, State Representative Bob Rita and Illinois State Transportation Secretary, Timothy Martin informed him that the resurfacing of 147th Street from Cleveland in Posen to Kilpatrick will be done sooner than previous expected. The project will go out for bidding some time in March.
State Comptroller Daniel “Dan” Hynes gave his “Time for Action” speech at the Inauguration.

MASH bus driver Bob Jablonski is recovering from double by-pass heart surgery.
With the mild winter, more time has been given to other projects like mapping storm sewers to create a Storm Sewer Atlas.
Over thirty dead trees have been removed and forty-three new trees had been planted last fall.

Third Airport
Due to a new ruling by Illinois Attorney General Lisa Madigan, the Abraham Lincoln National Airport Commission will be limited to home-rule municipalities only.
Clerk Michael “Mike” Woike read an ordinance supporting the ALNA Commission and authorizing the Village President to sign a letter withdrawing Midlothian from the Commission.
Mayor Thomas J. Murawski entertained a motion to suspend the rules of procedure authorizing the Village of Midlothian to withdraw from the ALNAC.

McDonald’s Agreement
With the proposed demolition of the old McDonald’s restaurant and the construction of a new building, a request from McDonald’s to use a certain portion of the Village’s alley as a drive-thru bypass adjacent to their property was read.

Summary Report
The Metropolitan Water Reclamation District of Greater Chicago acknowledged receipt of the completed 2005 annual summary report for the Long-Term Operation and Maintenance Program.

The Village received $3,596.48 from the Illinois Convenience and Safety Corporation as part of their agreement of 15% of the 2005 gross advertising revenues of $23,976.51.
Robinson Engineering Invoices
A request and recommendation for payment of $17,185.93 for the 2005 MFT Maintenance Program, $2,915.50 for work on the Retention Pond Relief and the Natalie Creek Sewer program with the MWRDGC, and $2,549.00 for 2006 miscellaneous professional services was read. A $184.50 portion of the miscellaneous charges may be reimbursable from a developer.

Proclamation
A proclamation honoring and celebrating Plaza Terrace resident Ann Doran’s 100th birthday was read. Ms. Doran was born March 5, 1906. March 10th was proclaimed Ann Doran Day in Midlothian.

White Sox Trophy
Mayor Thomas J. Murawski announced that the White Sox World Series Trophy would be in Midlothian, Illinois on June 30, 2006.
State Representative
Mayor Thomas J. Murawski acknowledged that State Representative Bob Rita was in the audience.
Public
District 28 State Representative Bob Rita announced that he and State Senate President Emil Jones secured $70,000.00 for the Village of Midlothian for the Bike Path Spur for Midlothian Meadows. Mayor Thomas J. Murawski thanked Representative Rita. He noted that the County had upgraded their specifications increasing the cost from the original $35,000.00.

A request and recommendation to have the Metra Parking lots cleaned monthly by an outside contractor as a cost effective way to keep the lots clean was read. Proposals of $250.00 per sweep from Illinois Central Sweeping Service and $1,200.00 per sweep from Elgin Sweeping Service were read.

Third Airport
Due to a new ruling by Illinois Attorney General Lisa Madigan, the Abraham Lincoln National Airport Commission will be limited to home-rule municipalities only.
Clerk Michael “Mike” Woike read an ordinance supporting the ALNA Commission and authorizing the Village President to sign a letter withdrawing Midlothian from the Commission.
Mayor Thomas J. Murawski entertained a motion to suspend the rules of procedure authorizing the Village of Midlothian to withdraw from the ALNAC.

McDonald’s Agreement
With the proposed demolition of the old McDonald’s restaurant and the construction of a new building, a request from McDonald’s to use a certain portion of the Village’s alley as a drive-thru bypass adjacent to their property was read.

Summary Report
The Metropolitan Water Reclamation District of Greater Chicago acknowledged receipt of the completed 2005 annual summary report for the Long-Term Operation and Maintenance Program.

The Village received $3,596.48 from the Illinois Convenience and Safety Corporation as part of their agreement of 15% of the 2005 gross advertising revenues of $23,976.51.
Robinson Engineering Invoices
A request and recommendation for payment of $17,185.93 for the 2005 MFT Maintenance Program, $2,915.50 for work on the Retention Pond Relief and the Natalie Creek Sewer program with the MWRDGC, and $2,549.00 for 2006 miscellaneous professional services was read. A $184.50 portion of the miscellaneous charges may be reimbursable from a developer.

Proclamation
A proclamation honoring and celebrating Plaza Terrace resident Ann Doran’s 100th birthday was read. Ms. Doran was born March 5, 1906. March 10th was proclaimed Ann Doran Day in Midlothian.

White Sox Trophy
Mayor Thomas J. Murawski announced that the White Sox World Series Trophy would be in Midlothian, Illinois on June 30, 2006.
State Representative
Mayor Thomas J. Murawski acknowledged that State Representative Bob Rita was in the audience.
Public
District 28 State Representative Bob Rita announced that he and State Senate President Emil Jones secured $70,000.00 for the Village of Midlothian for the Bike Path Spur for Midlothian Meadows. Mayor Thomas J. Murawski thanked Representative Rita. He noted that the County had upgraded their specifications increasing the cost from the original $35,000.00.
