Village Board Meeting Minutes for November 13, 2002
President Murawski and the Board of Trustees of the Village of Midlothian, Cook County, Illinois, met in an ordinary session in the Council Chambers on November 13, 2002. The meeting was called to order at 7:30 p.m.
President Murawski invited Cub Scouts in the audience to join him in leading the pledge to the flag.

President Murawski entertained a motion to accept the minutes of the previous Board meeting of October 23,2002.
Motion made by Trustee Frances Kreis-Verble and seconded by Trustee Michael “Mike” Papineau.

Clerk Robert “Bob” McAdams read the list of bills for the month totaling $89,995.20.
President Murawski entertained a motion to pay the bills when funds become available.

The Midlothian Salt Storage facility is complete and payment to Bulk Storage in the amount of $86,107.50 has been invoiced. The wages paid on the project conform to Cook County Prevailing Wage Standards.
President Murawski entertained a motion to pay Bulk Storage $86,107.50 when funds become available.

President Murawski entertained a motion for payment of an invoice from K-5 Construction for the 2002 MFT Street Resurfacing Project, #l partial in the amount of $209,740.15.

Insurance
President Murawski was copied on correspondence to Treasurer Borne regarding the Illinois Municipal League Risk Management Association (IMLRMA) 2003 Renewal with one coverage change: terrorism exclusion ($10,000,000.00 limit on terrorism). There will be a 13% increase for coverage in 2003. Based on the Mid Max program, our total renewal amount, making the minimum contribution will be $268,231.00, which President Murawski recommends paying in two installments.
President Murawski entertained a motion to renew the Illinois Municipal League Risk Management Association (IMLRMA) for 2003 based on the minimum contribution of $268,231.00, in two installments.

Chamber Christmas
The Midlothian Area Chamber of Commerce requested permission to hold the annual Tree Lighting Ceremony and Santa Parade on Saturday, December 7, 2002 with the parade stepping off at 3.30 p.m. from Mid-Oak Plaza and Grill’s Hardware en-route to the Village Green for the Tree Lighting, followed by the traditional cookies and cocoa in the Fire Station.
By copy of the letter Lenny Feil, Executive Director of the Chamber was asking for assistance and cooperation from the Midlothian Police Department with the parade.
President Murawski entertained a motion granting permission as requested.

Chicago Southland Chamber
Membership in Chicago Southland Chamber of Commerce is up for renewal for $485.00.
President Murawski entertained a motion authorizing renewal of the Village Chicago Southland Chamber of
Commerce membership for $485.00.
Motion made by Trustee Terry Stephens and seconded by Trustee Frances Kreis-Verble.

Luminaria
A request from Lenny Feil, Chairman of Luminaria to conduct annual sale of luminaries on Sundays, December 15th and December 22 from 8:30 a.m. until 1:15 p.m. in St. Christopher’s parking lot. Luminaria also requests a no fee permit to put up Luminaria signs and pick-up signs along with an article in the Tartan Tidings and an announcement of both sale dates on the Village of Midlothian sign. Lenny Feil also asked if the Village of Midlothian would again purchase luminaries.
President Murawski entertained a motion to grant permission as requested and funds in the amount of $625.00 for the purchase of Luminaria to be placed around public buildings.

Fire Pension
A letter from the Midlothian Fire Pension Fund advising that the Village must levy $206,821.00 for fire pensions.
CSDI CDBG Rehab Program
A letter regarding the Chicago Southland Development Inc. administration of the Community Development Block Grant H.O.M.E. funds for single-family rehabs was received. Additional funds were received for the program. Last year Midlothian had largest number of rehabs, 10, thanks to the Midlothian Building Department. A resolution was read endorsing continuation of this program through HUD fiscal year 2007.
President Murawski entertained a motion to authorize passage and signing of Resolution as read.

Administrative Reviews
In a letter from Attorney John Sullivan, a request for $4,282.95 was made for professional services for administrative review matters for parking ticket court.

Floramo Resolution
A resolution advising Carolina Casualty Insurance Company that the Village will draw $5,000.00 on Floramo Construction Company’s $115,000.00 bond was read. A required $5,000.00 payment to cover ongoing legal and engineering fees was missed.
President Murawski entertained a motion authorizing the Village President to sign the resolution and serve notice to the bond company as read.

Police Union Contract
After many months of negotiations, the police union contract was ratified.
President Murawski entertained a motion authorizing the Village President to execute the contract after union officials have signed the six-year contract.

Attendance at two recent meetings:
The Northeast Illinois Planning Commission forecasting to the year 2030 on land use and economic development. An Economic Development Seminar sponsored by the South Suburban Mayors and Managers Association (SSMMA) was also attended with Terry Mulcahy, a member of Midlothian’s Economic Development Committee.
Police Department
Trustee Frances Kreis-Verble reported on the following:
A resolution establishing a mobile team-training unit through an intergovernmental agreement was read.
President Murawski entertained a motion to adopt the resolution as read.

alarm detectors.
